Effective November 1, 2004, the Federal Communications Commission (FCC) will implement its new rules further implementing the Debt Collection Improvement Act of 1996 (DCIA). The new rules will have an impact on anyone doing business with the FCC who is delinquent in debt owed to the agency.

The new rule, found at 47 C.F.R. §1.1910 and commonly referred to as the “red light rule,” provides that anyone filing an application or seeking a benefit from the Commission or one of its components who is delinquent in debts owed to the Commission, will be barred from receiving a license or other benefit until the delinquency has been resolved. The Pooling Administrator has been advised by the FCC that the term “other benefit” includes thousands-blocks.

To access the full Public Notice, click here. This rule impacts the assignment of numbering resources to service providers. The PA is providing this notice in order to permit service providers the opportunity to address any issues concerning payments to the FCC prior to November 1, 2004.


FCC 4th NRO Order:
The FCC published the Fourth Report and Order in CC Docket No. 99-200 (Numbering Resource Optimization) and CC Docket No. 95-116 (Implementation of the Local Competition Provisions of the Telecommunications Act of 1996) and Fourth Further Notice of Proposed Rulemaking in CC Docket No. 99-200 (Telephone Number Portability) in the Federal Register on July 21, 2003. Therefore, the Order became effective on August 20, 2003. As a result, Neustar Pooling Services has conformed the Rate Center Files associated with each pooling NPA to the provisions of the Order. Please see the list of definitions associated with each Rate Center File that explains these designations. OMB Bulletin 04-03, which was released on February 18, 2004, updated the MSA lists. We have reviewed the lists and the rate center files, and have concluded that there are no impacts on the rate centers in the Top 100 MSAs. However, there were some minor changes in MSA names in the top 100 MSAs. Click here for the most recently updated list of cumulative top 100 MSAs.
