Quarterly Pooling Tip – January 2015
Effective Date Preference for New Block, Block
Modification, and Block Disconnect Requests
When submitting a new block request, block modification request or a block
disconnect request in PAS, if an applicant has a specific effective date
preference that they would like the Pooling Administrator (PA) to grant, the
applicant must communicate this preference to the PA when completing the request
in PAS.
Below are the fields provided in PAS where the user will communicate their
effective date preference and what action the PA will take:
- Request Expedited Treatment Set to “Yes”
If the applicant marks “YES” for expedite only, the PA will use the
expedited effective date that the user has entered on the Part 1A
(no less than 8 business days or 9 calendar days) or, if the user
left the 31 calendar days default date, then the PA will use an
effective date of 8 business days or 9 calendar days, depending on
the type of request* from the date of processing.
NOTE: For New Block requests when you are applying for
more than 1 block and you would like some of the blocks
expedited but not all blocks you will need to not select the
“ YES” for expedite. Instead please state in the “Remarks”
section “Expedite block 1” or state whichever block you
would like expedited since if all blocks on the specific
application aren’t all expedited than your request may not
be flagged in PAS today as an “expedite”. When marked this
way the PA will use an effective date of 8 business days or
9 calendar days, depending on the type of request* from the
date of processing.

- Checkbox for Earliest Effective Date Selected
If the applicant marks the checkbox for the earliest effective date
only and leaves the default effective date, the PA will use an
effective date of 24 calendar days from the date of processing.
- Both Request Expedited Treatment Set to “Yes” and Checkbox for
Earliest Effective Date Selected
If the applicant marks “YES” for expedite and also marks the
checkbox for earliest effective date and leaves the default
effective date, the PA will use an effective date of either 8
business days or 9 calendar days from the date of processing.
- Requested Effective Date Field Modified
If the applicant enters an effective date other than the default
effective date, the PA will use the requested effective date as long
as it meets the requirements in the TBPAG.
