Supplemental Quarterly Pooling Tip – June 2022

 

Semi Annual Review of Inventory to Determine if Thousands-Block Disconnects Should Be Submitted

 

The following tip is sent at the request of the Industry Numbering Committee (INC). 

 

As Service Providers prepare to file their upcoming August 1, 2022, NRUF (Form 502), Service Providers are asked to review their existing inventories at the rate center level to determine if any thousands-blocks that are 10% or less contaminated can be disconnected and made available in the Industry Inventory Pool.

 

As a reminder, per CFR § 52.15 (g) (4) (iii):  All service providers shall maintain no more than a six-month inventory of telephone numbers in each rate center or service area in which it provides telecommunications service.

 

As a reminder, per Section 8.1.1 t) of the Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines:  All SPs shall maintain no more than a six-month Inventory of TNs in each Rate Center or service area in which it provides telecommunications service.201 At a minimum, SPs shall review their Service Provider Inventories at the Rate Center level for possible Thousands-Block Donations/returns semi-annually. SPs shall Donate/return Thousands-Blocks that are 10% or less contaminated unless SPs can demonstrate that: 1) the Thousands-Block is required to meet the SPs six-month projected forecast; 2) there are Technical Reasons which justify retaining Thousands-Blocks such as TNs that are Assigned to non-portable services; or 3) the Thousands-Block is an Initial Thousands-Block or “footprint” Thousands-Block.202
